트럼프에게 보내는 청원서…“개성공단 제재 예외가 비핵화 촉진”

개성공단기업협회가 8일 오전 11시 서울 종로구 주한미국대사관 옆 케이티(KT) 광화문 지사 앞에서 기자회견을 열었다. 도널드 트럼프 미국 대통령한테 개성공단 사업을 대북 제재 예외로 인정해달라는 청원을 하기 위해서다. 정기섭 개성공단기업협회 회장은 ‘트럼프 대통령에게 보내는 청원서’에서 “지난해 남북 정상의 9·19 평양공동선언에서 명시된 개성공단사업, 금강산관광사업, 철도도로연결사업 및 대북인도적 지원사업에 대한 제재예외가 남북관계 진전을 위한 마중물이며 비핵화의 강력한 촉진제가 될 것이라고 우리는 믿는다”며 트럼프 대통령의 결단을 촉구했다. 다음은 한글과 영어로 된 ‘트럼프 대통령에게 보내는 청원서’ 전문이다.

트럼프 대통령님께 개성공단 등에 대한 제재 예외 결정을 청원합니다.

존경하는 트럼프 대통령님,

한반도 평화를 위한 새 역사를 만들고 있는 대통령께 깊이 감사드립니다.

2016년 2월 불법적인 공단폐쇄로 우리는 절박한 상황에 놓여있습니다. 기업을 살리려 백방으로 노력하고 있지만 공단 폐쇄가 장기화하면서 경영난 가중으로 우리는 도산 대기자에 불과한 상황에 몰려있습니다. 일부기업은 어음을 막지 못해 회생절차에 들어가고, 또 어떤 기업인은 홧병에 운명을 달리하기도 했습니다. 한 마디로 우리의 삶은 벼랑 끝에 몰려 있습니다.

트럼프 대통령님,

대통령님의 한반도 비핵화와 평화구축 노력에 우리는 새로운 희망을 갖게 되었습니다.

우리는 커다란 기대감을 갖고 대통령과 김정은 국무위원장의 하노이회담을 지켜보았지만 합의를 내지 못해 매우 안타깝습니다. 하지만 하노이 회담 이후 대통령께서 북미회담의 교착상태를 풀어가려는 강력한 의지를 갖고 계신다는 것을 우리는 잘 알고 있습니다.

남과 북은 155마일의 군사분계선을 놓고 엄청난 화력으로 대치하고 있지만 언젠가는 하나의 국가로 통일되어야 할 특수한 관계입니다. 이런 남북의 특수성 때문에 개성공단의 가치는 공단 이상의 가치를 갖게 되었습니다. 남북의 첨예한 대치 속에서도 12년 동안의 개성공단 가동은 북한의 개혁개방과 시장경제 활성화에 촉매 역할을 하였으며 남북 대결의 완충지대가 되어 한반도 평화 정착에 기여하였습니다. 이런 가치 때문에 개성공단은 하루 속히 재개되어야 하지만 UN제재와 미국의 제재로 개성공단은 재개되지 못하고 있습니다.

현재의 교착 국면을 타개하기 위해서는 획기적인 남북관계의 진전이 필요합니다. 이를 위해서 일괄적인 제재 완화가 아니라 남과 북의 내부 거래에 대한 제재예외가 필요할 때라 봅니다. 특히 지난해 남북 정상의 9.19 평양공동선언에서 명시된 개성공단사업, 금강산관광사업, 철도도로연결사업 및 대북인도적 지원사업에 대한 제재예외가 남북관계 진전을 위한 마중물이며 비핵화의 강력한 촉진제가 될 것이라고 우리는 믿습니다.

트럼프 대통령님,

개성공단은 200여개의 기업들과 5만 5천여명의 남?북한 근로자들의 생활터전이었습니다. 개성공단 폐쇄로 20만명 이상의 남과 북 주민들의 생계가 위태롭습니다. 이러한 사실은 기업을 운영하셨던 대통령께서 그 누구보다 잘 이해하리라 믿습니다.

대통령님의 결단으로 개성공단을 비롯한 남북협력사업에 대한 제재예외결정을 내려주시기를 청원드립니다.

Dear Mr. President:

First and foremost, we South Korean business owners in the Gaeseong Industrial Complex (GIC) in the DPRK would like to express our sincere gratitude to you for opening up a new chapter in the history of the Korean Peninsula.

You have brought about a turning point to the Korean situation where Koreans were trapped in a constant fear of war. Unlike your predecessors, you took a new approach to bring a fundamental solution to the Korean Problem. Your lofty decision and will to denuclearize and bring peace to the Korean Peninsula rekindled our hopes for the future, and we would like to convey our deepest respect to you and salute you.

We have been seeking the reopening of the GIC, which was forced to close due to an order in February 2016 by the former South Korean President to discontinue our operations within the GIC.

Some of our companies were already liquidated, some are in the liquidation process, and there’s even a business owner who died due to his emotional devastation. Our lives depend on the reopening of the GIC. In our desperation, we have prepared this letter of plea to you, Mr. President.

We are desperate people devastated by financial collapse. We believe that you, as a former business owner and employer of tens of thousands of employees, will understand the plight of those who are currently suffering from unspeakable despair and financial hardships due to the closure of the GIC.

To us, our factories in the GIC are just like our children. We have lost our children. We pray that you will help modify or suspend sanctions?we understand you don’t have to terminate them right now?to reopen the gates of the GIC so that we can humbly and gratefully go and find our lost children in the GIC.

We wish the very best for you and American people.
